Organizational Reforms & Standard Operating Procedures

The financial year 2024–25 has been a year of strategic reforms and strengthening of internal processes of the Company. In line with our commitment to bring in greater transparency, accountability and operational efficiency, a comprehensive review of internal processes was undertaken.

As a result, Standard Operating Procedures (SOPs) related to:

  1. Empanelment of Vendors and Award of Contracts
  2. Guidelines for publishing of EoIs/RFPs
  3. Performance evaluation of Contractual Employees to ensure functional efficiency
  4. Recruitment of Contractual Employees

Additionally, Risk Assessment of projects (both technical & financial) are now carried out diligently to protect BECIL’s interests. Independent External Monitors (IEMs) are also engaged on a case-to-case basis for vetting of high-value projects to strengthen transparency.

Financial and legal vetting have been made mandatory for all RFPs, EoIs, MoUs, and Contracts. In contracts related to manpower placements for clients, detailed guidelines have been issued to ensure 100% labour and statutory compliance in line with various Acts and Statutory Provisions of the Government of India.

Financial Performance

While these strategic reforms will significantly benefit the Company in the long run, however, due to their short-term impact, the Company recorded a turnover of Rs. 98,475.57 lakhs in FY 2024–25 as compared with Rs. 1,25,975.02 lakhs in the previous year.

The Company recorded a Profit after Tax (PAT) of Rs. 407.04 lakhs in FY 2024–25.

Major Projects Undertaken

  1. Computerization of Primary Agriculture Societies (PACS) across India by linking PACS with NABARD through State Cooperative Banks and District Central Cooperative Banks. Project Cost: Rs. 320.18 Cr + 18% GST.
  2. Deployment of Comprehensive Learning Management Software (LMS) for Government Schools of Bihar. Project Value: Rs. 138 Cr.
  3. IP-based Surveillance System with over 6000 cameras at 685 Police Stations in Haryana. Project Cost: Rs. 106 Cr.
  4. Establishment of National Centre of Excellence at IICT, Mumbai. Project Cost: Rs. 66.56 Cr.
  5. Execution of the First Global World Audio Visual and Entertainment Summit (WAVES) 2025.
  6. Establishment of Arunachal Pradesh State Data Centre (Tier-III). Project Cost: Rs. 57.5 Cr.
  7. ERP – Web-based University Management System for Universities in Bihar. Project Cost: Rs. 50 Cr.
  8. NHAI Sadak Suraksha Abhiyan Campaign (January 2025). Project Cost: Rs. 45 Cr (Approx.).
  9. Centre of Excellence Labs for Emerging Technologies at NIT Jalandhar. Project Cost: Rs. 39 Cr.
  10. Third Party Audit for BharatNet Phase II (Tamil Nadu). Project Value: Rs. 34 Cr.
  11. CBC Automation Project for Central Bureau of Communication. Project Value: Rs. 28 Cr.
  12. Revamping of Broadcast Seva Portal. Project Value till March 2029: Rs. 23 Cr.
  13. DBOT of Digital Signage Solutions across Medical Institutions in Maharashtra. Estimated Revenue: Rs. 20 Cr over 5 years.
  14. Smart Campus Network Infrastructure for Central University of Andhra Pradesh. Project Cost: Rs. 15.36 Cr.
  15. Digital Classrooms and Libraries in 124 PM Shri Schools of Himachal Pradesh. Project Cost: Rs. 13.28 Cr.
  16. Augmentation of Press Sewa Portal. Project Value: Rs. 7 Cr.

Human Resources & Capacity Building

Our employees are the foundation of our company’s success. Regular capacity-building and training programs were organized in key functional areas.

Recognized by NCVET as an Awarding Body – Dual Category, BECIL continued contributing to the national skilling ecosystem. Through MeitY programs, over 13,000 students were trained in emerging technologies during the year.

Corporate Governance

BECIL remains committed to strong Corporate Governance. Implementation of ‘e-office’ has enabled a paperless environment and improved Ease of Doing Business.

Board-level committees including Audit, CSR, and Remuneration Committees ensure sound governance. BECIL secured a “Very Good” rating under Corporate Governance Guidelines for FY 2024–25.
